Job Description:

WVI Nepal is seeking a Chief of Party (CoP) for the anticipated five years Nepal Early Recovery, Risk Reduction, and Resilience (ER4) Activity- BHA MYAPS. The project focuses on building the capacity of Nepal’s most vulnerable and disaster-prone communities to mitigate, withstand, and recover from disasters. The main purpose of the project is to strengthen Community-Level DRR Interventions: Support preparedness, resilience, and capacity building for vulnerable and remote communities; Capacity Building of Government of Nepal: Strengthen the disaster management capabilities of subnational government entities and improve coordination across all tiers.

The Chief of Party (CoP) will have overall responsibility for the leadership and management of all grant activities and staff. This position will be responsible for strategic planning and decision making, technical guidance and overall oversight of the program and will serve as the principal institutional liaison to donor and local government entities.

The CoP will manage the project team, lead the engagement with stakeholders and ensure quality, timeliness, and efficiency of all products and activities generated under the grant. S/he also provides strategic leadership and supervision of sub-grantees while ensuring the security, feasibility, and sustainability of the project.

The CoP shall have a keen understanding of the unique political dynamics and work carefully and collaboratively to support the various entities in Nepal. S/he will also have experience interacting with other humanitarian and development projects, the Nepal government, and with the international agencies.

The position is contingent upon funding and donor approval.

MAJOR RESPONSIBILITIES:

PROJECT LEADERSHIP AND PEOPLE MANAGEMENT

  • Direct and oversee grant planning, implementation, monitoring and ensure that all strategic objectives are met through proper design, staffing, and quality assurance.
  • Provide critical guidance in enabling understanding, operationalizing, monitoring and managing the grant, including compliance, with support from Grant team
  • Ensure proper technical capacity of staff to manage a complex donor-funded project, holding staff accountable for delivery of project outcomes while providing supportive supervision and oversight.
  • Closely collaborate with project’s partners, stakeholders, and consultants to ensure achievement of each milestone effectively.
  • Ensure successful start-up of the project, including recruitment of project staff and timely approval of Govt Project Agreement
  • Manage project staff according to the HR policies and procedures related to the Grant project. Supervise, coach and mentor the project staff to ensure high quality performance towards achieving the project goals.
  • Manage conflicts and diversity within the team to ensure peaceful working environment to increase team productivity.
  • Escalate grant management issues early and openly; resolve grant management issues quickly and fully
  • Identify and address project related competency gaps of staff and partners for effective project implementation.

NETWORKING AND LIAISON

  • Develop networks and maintain relationships with relevant Government Departments, the USAID BHA team, local & international partners and WVI Nepal departments to obtain necessary services/support for project implementation
  • Professionally represent the organization in all relevant internal & external meetings, strengthening organizational reputation
  • Establish project steering committee and attend regular project steering committee meetings to present project progress, any concerns and challenges related to project implementation.
  • Direct the project team in facilitating donor and stakeholder field visits and ensure appropriate donor visibility as per visibility guidelines.
  • Provide leadership on external engagement communication and actions with key stakeholders, including Government liaison and technical working groups related to the project.
  • Position WVI Nepal as a lead agency in Early Recovery, Risk Reduction, and Resilience.
  • Attend WVI Nepal’s national/regional meetings to share learnings and project progress.
  • Ensure effective and efficient donor correspondence.

QUALITY ASSURANCE

  • Ensure all assessments, baseline and evaluations are done following the set standards of the project in a timely manner.
  • Ensure that the processes of planning, implementation, monitoring, evaluation and reporting are in place and performed in a timely manner.
  • Facilitate to develop all the project plans within the given time frame. (Design, M&E Plans, Annual Plans, DIPs, Resource allocation plans etc.)
  • Ensure accurate information is provided to produce high-quality reports.
  • Coach and provide guidance to project team to ensure successful execution of Project Implementation Plan (PIP) & detail Implementation Plan (DIP).
  • Develop Scope of work for consultants and technical advisors and facilitate regular discussions with consultants, WVI Nepal technical heads and the project team to ensure quality technical inputs for project implementation
  • Mobilize technical, human, financial resources and assist stakeholders and community partners to identify and mobilize community resources needed for project implementation.
  • Ensure effective and efficient project management and implementation
  • Ensure effective monitoring system of project output and outcome and project progress, lessons learnt, best practices, etc. are captured and disseminated as necessary.
  • Facilitate local, provincial and national level discussions including reflection and learning.

GRANT COMPLIANCE

  • Read and understand all contract documents.
  • Ensure compliance with USAID requirements, U.S. government regulations, and World Vision’s policies and procedures
  • Train project staff on all standards, policies and guidelines on a regular basis.
  • Create and maintain the standard documentation as per the Grant requirements.
  • Support to finalize the evidence based documentation.

FINANCIAL ACCOUNTABILITY

  • Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and WV USA staff.
  • Manage resources with integrity and stewardship in compliance with WVI Nepal’s and grant financial policies and procedures.
  • Monitor and approve project expenditures as per specific financial policies and procedures of the grant and WVI Nepal’s LOA.
  • Ensure project spending is consistent with the planned project budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits.

REPORTING and VISIBILITY

  • Establish and maintain effective project reporting, evaluation, and communication systems.
  • Ensure high-quality reports are submitted within the stipulated reporting schedule.
  • Closely collaborate with Program Development and Quality team on donor positioning, lessons learned, and quality improvements.
  • Ensure lessons learnt are captured and documented to be shared with donors and relevant partners.
  • Facilitate to provide Government reports as required and in a timely manner
  • Develop communication/visibility materials that meet WVI Nepal and donor requirements

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Required minimum of seven years of progressively increasing management responsibility in international humanitarian and development projects, at least five years of which must be field based.
  • Three years of applicable experience can substitute for a master’s degree.
  • Previous Chief of Party, Deputy Chief of Party. or senior management experience in Early Recovery, Risk Reduction, and Resilience.
  • Proven leadership skills managing projects of a similar size and scope in developing countries.
  • Demonstrated experience in adaptive management and learning techniques is highly encouraged.
  • Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
  • Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • Previous experience in managing a USAID / USAID BHA grant is an asset.
  • Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
  • Experience managing required programmatic and financial reporting requirements.
  • Ability to integrate teams of professionals around common goals
  • Demonstrated accomplishment in working with professionals, ministries and with donor colleagues in country
  • Prior experience effectively managing humanitarian and DRR activities involving implementation by multiple sub-awardees. Demonstrated experience recruiting, developing, and managing staff, as well as experience in managing programmatic and financial reporting.
  • Prior experience working in South Asia, familiarity with Nepal’s DRR governance, social, political, economic, and cultural landscape, and demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • An understanding and demonstrated commitment to the importance of diversity, equity, inclusion, and accessibility.
  • Proven success serving in a leadership role for a project addressing issues related to resilience, emergency response, natural resource management, disaster risk reduction through nexus approach, preferably in South Asia.
  • Strong presentation and report writing skills

Required Education, training, license, registration and certification

  • A Master’s degree in related field (Development studies, international relations, Disaster Management, Agriculture/Livelihood/Food Security) or equivalent qualifications

Preferred Knowledge and Qualifications

  • Experience with M&E is a plus.

Travel and/or Work Environment

  • Ability to travel within and outside the country as required
