Context and purpose of the job

The Finance Administrator (FA) is appointed within the Finance Unit of the SNV Country Office and functions as part of the broader Global Finance Unit. This position is designed to support the Country Finance Manager (CFM) and Project Finance Officer in maintaining accurate financial records, supporting procurement processes, and ensuring compliance with SNV’s financial guidelines and internal control systems.

The FA will be responsible for collecting, registering, processing, and reporting financial data and transactions for specific areas of the administration as assigned by the Manager. These responsibilities will be carried out in accordance with established administrative procedures and using relevant financial systems, with the goal of ensuring accurate, complete, and timely financial administration and reporting.

Note: This is a temporary position to provide maternity leave coverage for the current Project Finance Officer. The FA will work closely with the incumbent during the initial and final phases of the contract to ensure a smooth transition and continuity of financial operations.

Job Description

Finance Administration

  • Maintain financial records in compliance with SNV’s financial procedures.
  • Process travel expense claims and post related transactions including invoices and advances.
  • Verify all bills, invoices, and supporting documents for accuracy and completeness.
  • Conduct bank operations such as deposits and issuing cheques.
  • Prepare monthly bank reconciliation statements and track outstanding advances.
  • Execute financial transactions and payments in line with authorisation levels and financial guidelines.
  • Ensure accurate withholding and timely deposit of direct and indirect taxes as per national tax laws.
  • Manage VAT refund processes and submit claims to the Inland Revenue Office within the established timeline.
  • Assist in preparing financial reports and budgets for projects.
  • Monitor cash flow and maintain petty cash records.

Control

  • Review and validate financial data within assigned administrative areas.
  • Identify and correct discrepancies in financial records.
  • Report operational bottlenecks to the Manager for timely resolution.
  • Assist in developing and implementing internal control measures.

Documentation

  • Archive all financial documentation systematically.
  • Maintain complete, accurate, and accessible records in accordance with SNV’s filing standards.
  • Ensure proper documentation for all financial transactions and maintain an audit trail.

Qualifications

Education and Experience:

  • Bachelor’s degree in Finance, Accounting, or related field
  • Minimum 2 years’ experience in financial operations
  • Experience with ERP systems (e.g., SAP) preferred

Skills and Knowledge:

  • Strong command of English; local language proficiency desirable
  • Advanced proficiency in MS Excel and other MS Office applications
  • Understanding of VAT regulations and tax compliance procedures
  • Knowledge of international accounting standards

Additional Information

Duty station: Kathmandu

Duration: 6 months, with the possibility of extension depending on budget availability and potential new project opportunities.
