Position: Finance Officer

Duty Station: Kathmandu
Performance Period: Three months fixed contract with possible extension, after completion of the probation period.
Work Hours: Full-time; 40 hours per week
Reporting To Head of Finance
Role Summary
The Finance Officer is a key contributor to the success of UWS, responsible for supporting financial operations, managing budgets, ensuring compliance, and maintaining financial records. This role focuses on financial reporting, payroll management, procurement of goods and services, and audit facilitation to ensure transparency and accountability. By aligning financial practices with UWS’s mission to transform education in underserved communities, the Finance Officer plays a crucial role in maintaining financial integrity and efficiency.
Duties and Responsibilities
Financial Management and reporting.
- Assist in managing expenditure accounting and preparing financial summaries using an accounting application.
- Prepare monthly financial reports, ensuring accurate coding and compliance with UWS reporting standards.
- Prepare journal vouchers with adequate supporting documentation and initiate the payment process.
- Handle and process payments, including electronic transactions, ensuring accuracy and timeliness.
- Maintain payroll records, ensuring statutory deductions and compliance with the Labour Act.
- Prepare monthly fund requests and submit to HQ for timely fund transfers.
- Support annual budget preparation and monitor expenditure patterns against approved budgets.
- Maintain both electronic and hard copy archives of financial records to ensure proper documentation and easy retrieval.
- Maintain proper financial documentation for audit and compliance purposes.
Procurement
- Prepare and implement annual procurement plans, ensuring timely and compliant sourcing of goods and services.
- Manage supplier communications, quotations, purchase orders, and payments to ensure quality, value for money, and timely delivery.
- Maintain transparent documentation, ensure adherence to donor and government regulations, and support continuous improvement of procurement systems.
Partner Monitoring and Capacity Building
- Conduct periodic monitoring of the partner and issue a management letter, and ensure recommendations are timely executed.
- Review partner financial performance, including reviewing financial reports, expenditure patterns, and adherence to donor and organisational guidelines.
- Provide guidance and on-site support training to partners on financial management, budgeting, reporting, and compliance requirements.
- Collaborate with program teams to ensure partners follow proper financial procedures and implement corrective actions when needed.
- Contribute to strengthening partners’ internal controls and financial reporting systems to enhance transparency and accountability.
Additional Responsibilities
- Facilitate different audit Maintaining records and verifying inventory/assets.
- Fulfil additional responsibilities as requested by donor agencies or the Head of Finance.
- Coordinating visits to government offices, the Social Welfare Council (SWC), and other relevant authorities as required.
- Support Key Performance Indicators (KPIs) reporting.
- Carry out any other relevant financial and administrative tasks as assigned.
Professional Qualifications
- Bachelor’s degree in Finance, Accounting, Business Administration.
- Minimum of 5 years of progressive experience in financial management, including at least 3 years in a senior or supervisory role within an INGO.
- Experience with Truebook or similar accounting applications.
Desired Skills and Competencies
- In-depth understanding of accounting principles, donor compliance, and financial reporting standards.
- Proven ability to manage multiple projects and deadlines with attention to detail and accuracy.
- Strong analytical, communication, and leadership skills.
- High integrity, confidentiality, and professionalism in handling sensitive financial information.
- Proficiency in MS Office, accounting software, and digital financial tools.
