Introduction
People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role in designing and facilitating systemic solutions advocating for and addressing the needs of vulnerable populations affected by disasters including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. Currently, PIN Nepal is implementing programmes under three strategic pillars 1) Emergency response and recovery, 2) Climate resilience, and 3) Civil society and inclusive governance. PIN Nepal team works in and promotes strong partnerships with civil society, Government of Nepal, academia, private sector and other key stakeholders in Nepal. Together with them, PIN Nepal has become one of the pioneer organizations advancing programmes such as landslide disaster preparedness and anticipatory action, climate and flood resilient housing, durable local solutions, climate change modelling for more inclusive and efficient local decision-making, girls and inclusive education, waste management and circular economy approaches. PIN is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.
About the Project – “SARATHI”
SARATHI has been designed to support and contribute to the overarching early action and climate resilience aims of BEK’s Resilience, Adaptation and Inclusion in Nepal (RAIN) programme. Project – SARATHI is aimed to bring significant value and sustainable scale up to RAIN programme especially in reaching the most vulnerable and marginalised communities at risk of multi hazards in Madhesh, Lumbini and Karnali provinces by 2029. To achieve this, SARATHI will use evidence-based approaches to tailor implementation for building resilience in a systemic way, centred around localisation, inclusion and leveraging fiscal resources to contribute to adaptation across differing contexts in the targeted provinces. SARATHI’s two intermediate outcomes will focus on 1) enhancing community resilience, 2) strengthening sub-national governmental systems in early warning (EW), early action (EA) and adaptation. SARATHI supports the attainment of NDRRMA’s strategic goals to strengthen Early Action, develop multi-hazard EWS and catalyse research and innovation to develop EA plans as per National Disaster Risk Financing Strategy (2020), DRR Policy (2018) and National Strategic Plan for Action (2018-2030).
SARATHI is built around equal and long-term existing partnerships between eligible international-national-local organizations, who bring the requisite knowledge, skills and comparative advantage. Besides, the consortium will partner with, and empower 121 CBOs who represent the most marginalised groups in 15 LGs across 3 provinces. Through trainings and sub-grants, they will actively co-design and participate in EWS, EA and adaptation in their localities. The CBOs, together with national thematic sub-leads and leads, will empower and hold accountable the subnational Local and Provincial Governments (LG, PG), together with the RAIN TA and other stakeholders, with an emphasis on ‘unlocking fiscal resources’ for EW, EA and adaptation.
Furthermore, SARATHI is centred around using science, technology, innovation and evidence of best practice to inform multi-hazard anticipatory action interventions. The consortium, including technical partner, will build on its extensive experience of the RAIN sub-themes and what works and what doesn’t in Nepal, to establish and/or strengthen multi-hazard EWS at the sub-national level, increase access of vulnerable and marginalised groups to risk communication through forecasting, using data management for inclusive and focused EA and adaptation, and supporting coordination across all spheres of government. The learning produced from these interventions will feed into the development of DRR and AA policy frameworks. The consortium will work closely at LG and PG levels with RAIN Technical Assistance (TA), Strategic Learning Unit (SLU) and other RAIN partners to influence government to endorse relevant disaster resilience and adaptation polices and allocate fiscal resources, so that they address gender inequalities, marginalisation and work with socially excluded groups. The consortium aims to directly target 987,299 people, and indirectly benefit 3,478,805 more.
Scope of Work
SARATHI Programme Manager (PM) will provide strategic and programmatic management, leadership and representation of “SARATHI” Project funded by FCDO, as well as for initiatives under PIN NPL CP’s strategic pillar on Climate Resilience. SARATHI PM should lead the overall coordination and collaboration with the donors, partners under other RAIN components for creating broader strategic synergies in the programme. (S)he/they will closely work with technical partners to integrate their expertise into programme along with the overall SARATHI team management.will also facilitate the fund management, oversee the delivery chain including the (sub)grant management, external relations, and information sharing. SARATHI PM will provide strategic support across wider areas of Climate Resilience in the Country Programme, and lead & manage key innovative initiatives and ensuring quality programmatic outputs and outcomes.
Key Summary of Functions
- Provide strategic leadership for multi-year SARATHI project and for other initiatives across PIN Nepal’s Climate Resilience programming;
- Develop strategy, and manage implementation of SARATHI across the delivery chain and guide Consortium Manager throughout the PCM (activities, budget and project documentation) in line with the proposal and donor requirements;
- Establish and ensure good partnership with key partners and stakeholders in the SARATHI project implementation;
- Lead on adaptative management and facilitation approach within the project and in PIN Nepal’s Climate Resilience portfolio in general, ensuring synergies of SARATHI with other PIN programmes under Pillar 2 and other pillars;
- Manage and ensure capacity development of the programme team;
- Ensure systematic and effective capturing of sector-specific results including programmatic outputs/outcomes and longer-term impact through sound M&E mechanisms linked with the Country Programme Strategy, and ensuring Value for Money (VfM);
- In collaboration with MEAL department, ensure the regular monitoring and evaluation of the project’s impact, and provide timely feedback to the programme team determining programmatic adaptations/modifications in response where appropriate;
- Together with Consortium Manager ensure proper risk mapping of project activities and implement mitigation measures; including the sound Safeguarding strategy and risks analysis;
- Coordinate closely with other implementing agencies including RAIN TA and SLU unit, wider RAIN partners, technical partners – Red Cross Climate Centre and UKMet, National Disaster Risk Reduction and Management Authority (NDRRMA), Department of Hydrology and Meteorology (DHM)and/or any other stakeholders.
Programme Management
- Act as the programme’s responsible & focal person and budget holder, (s)/he/they will be responsible to ensure that all aspects of the programme follow commitments made in the proposal to the donor, the beneficiaries, Government of Nepal and PIN’s internal procedures, and lead on all programmatic adaptation requirements;
- Lead on adaptive management and facilitation approach, ensuring the largest impact of the project in line with the developments in the programme areas and across the three tiers of the Nepali government, with at-risk communities at the centre of the project interventions;
- Lead the programme team, provide guidance and support and ensure quality of project delivery and its understanding among the team, as well as capacity development;
- Oversees functional Programme Management Dashboard, prepared in collaboration with Head of Programme (HOP), MEAL Manager, and in line with donor’s expectations;
- Coordinate with and ensure that MEAL team and external evaluator develop robust MEAL framework, and Impact evaluation studies and collects adequate evidence;
- Oversee and manage the budget according to established PIN procedures, including ensuring preparing forecasts, conducting quarterly reviews of budget expenditure, forecasting and planning;
- Lead and coordinate with HOP and Partnership team for all reporting requirements to donor, government of Nepal (SWC, line ministries, Local governments), relevant clusters/working groups and PIN HQ and ensure that the project meets all relevant deadlines and is implemented according to set work plans and schedule;
- Ensures operationalisation of the Early Action Fund (EAF) together with HOP and Emergency and Anticipatory Action Lead (EAAL), and adequate PIN’s capacities to deploy EAF before, during and after disasters in the target areas.
Representation and Networking
- Act as programme’s focal person for all communication and coordination at with donor, Government of Nepal, other RAIN partners and stakeholders as a part of senior level engagement with stakeholders;
Ensure that PIN is well represented and visible within the broader donor community, among the relevant networks and stakeholders (clusters, local/provincial/federal government, AIN working groups), and within - coordination forums and delegating this responsibility as appropriate to programme staff;
- Ensure coordination with PIN HQ and Knowledge and Learning Department (KLD) team and Humanitarian Unit (HU), especially in regards to EAF and emergency preparedness;
- Together with SARATHI MEAL lead and Communication & Advocacy Manager, engage in project-learning based PIN’s positioning and advocacy, development of learning papers and selection of advocacy points in accordance with the PIN Nepal Country Strategy;
- Engage in advocacy and policy dialogues on national and international where appropriate, ensuring PIN represents the needs of its beneficiaries and based on its field experience in order to campaign for needed policies, donor commitments etc.
Mainstreaming and Quality Management
- In collaboration with Head of Programme, Deputy Country Director (DCD), and relevant colleagues oversees mainstreaming and strengthening of GEDSI, GBV mitigation, climate change, DRR and safeguarding agendas within programme planning and implementation;
- Ensure that project-based learnings and monitoring/evaluation results are regularly used and reflected in PIN’s work;
- Ensure and strengthen quality focus within the project, across all cross-cutting components.
Senior Management & Fundraising
- Is member of PIN Nepal Senior Management Team (SMT) and regularly participates in SMT meetings and actions aimed at accountable, transparent and inclusive management of CP;
- Lead and work closely with Pillar I Emergency response and recovery and Pillar II Climate resilience teams both in CP and HQ to provide contextual and strategic direction for the design of Country Programme’s strategic frameworks and plans;
- Ensure that the overall programme is designed, managed and implemented in conformity to People in Need’s policies, strategy and guidelines;
- Together with Head of Programme and other team members lead and actively participate in the fundraising for PIN Nepal’s Climate Resilience programming;
- Together with DCD actively participate in implementing strategies to strengthen Civil Society Organizations and PIN’s Civil Society Now Platform, and inclusive governance;
- Engage with donors (present lessons learned/best practices and PIN’s work), build long-term partnerships with donors in specific sectors (EC, USAID, FCDO, ECHO, GAC, GIZ, UN agencies, SDC, FAD, etc.);
- Ensure that the team understands governmental programmes, plans and strategies both on provincial and local levels, and ensure that PIN’s proposals and programmatic design are in line with it;
- Ensure aligning of proposals and programmatic design with donor strategies (including their mainstreaming policies, such as environmental policy, GEDSI policy, GBV mitigation, etc.);
- Ensure aligning with SDGs (and UN agenda);
- Support and lead, as per requirement, on writing proposals in cooperation with country team, IFU and KLD advisors;
- Represent and share the learnings of the project in external fora in Nepal and abroad together with the programme team and Core Management Team (CMT).
Requirements
- Master’s degree in disaster risk reduction, climate change adaptation, economic development, rural development, or relevant field, with at least 7 years of demonstrated work experience or Bachelor’s degree with 10 years of work experience with an I/NGO in the areas of disaster risk reduction, anticipatory action or climate adaptation;
- Proven experience leading a consortia project comprising for INGO, NGO and private sector;
- Proven track record of working with diverse stakeholders in the Disaster Risk Reduction and Management (DRRM) and Anticipatory Action (AA) sectors, particularly with national and international actors, including academia, the private sector, and government authorities at local, district, provincial, and federal levels.;
- Minimum 5 years of experience in programme management including budgeting, planning, quality assurance, reporting and strategic engagement with stakeholders, donors and government;
- Experience in field-based understanding of vulnerabilities, exposure and risk in the multi hazard context of Nepal;
- Proven experience with representation of complex programmes towards donors, partners, stakeholders;
- Demonstrated experience in managing diverse teams and maintaining strong relationships with the project team, partners and local stakeholders;
- Outstanding communications and networking skills.
- Experience with leading and/or implementing research in the fields of DRRM and AA is an advantage.
