The Lutheran World Federation Nepal invites applications from all potential Nepali candidates for the following APWSN project positions.

Position: Project Associate- Enterprise Development

Project name: Assistance to People We Serve in Nepal (APWSN)
Duty station: Bhutanese refugee settlement in eastern Nepal (Beldangi OR Pathari Sanishchare) with frequent visits to host communities and project office in Damak
Reports to: Senior Project Officer
Grade/step: 5
Employee: TBR

1. Overall
Under the overall guidance and direct supervision of Senior Project Officer and technical guidance of Livelihood and Market Specialist and Advocacy and inclusion Specialist the Project Associate- Enterprise Development (PA-ED) shall be responsible for smooth implementation of APWSN project interventions in the refugee settlement in Eastern Nepal following LWF and UNHCR strategies, policies, guidelines and plans (PPA). PA-ED shall also work closely with SMCs, CBOs, SHGs, local governments and private sectorincluding APWSN project teams in Damak and LWF functions while carry out following tasks:

  • Familiarize and work in accordance with the Vision, Mission, Overall Goals and Objectives of LWF as a Humanitarian and Development Organization.
  • Familiarize and work in accordance with the established strategies and policies of LWF Nepal and UNHCR.
  • Strictly abide by the LWF Code of Conduct and Code of Ethics, Child Protection Policy, PSEA, Complaint Response Mechanism etc.
  • Familiarize with local provincial and federal government sectoral program, plan and policy provisions related to humanitarian interventions including IDP, refugee, stateless people and asylum seekers
  • Contribute for resource mobilization by conducting needs assessment, preparing concept notes, project documents and budgets.

2. Specific:
2.1 Management and operation

  • Take lead role in implementing project interventions in designated refugee settlement.
  • Ensure quality and accountable implementation of project interventions following LWF, UNHCR and Government compliances.
  • Maintain good communication and operational relationship with respective SMCs, CBOs, SHGs, local governments and market actors (FNCCI, DCCI, HAN, Entrepreneurs Association) officials.
  • Maintain good communication and operational relationship with project beneficiaries including host communities.

2.2 Project design and implementation

  • Support senior project officer and project team for timely and effective dissemination of relevant project information to respective SMCs, CBOs, SHGs, local governments and private sector entities.
  • Assist senior project officer and project team in finding out most prominent and sustainable livelihood options for the project beneficiaries.
  • Assist senior project officer and project team in organizing settlement and palika level events/meeting/training etc.
  • Assist senior project officer and project team in conducting various kinds of needs assessment.
  • Identify interested and potential candidates to take part in the project run/supported activities.
  • Support/facilitate refugee entrepreneurs to enhance quality of product/service and link them with local markets, private sectors and their networks.
  • Support project beneficiary enterprises to register in government system.
  • Support project beneficiary to obtain personal account number (PAN).
  • Advocate with local governments for inclusion of project beneficiaries into their plan and policy and to access government services and entitlements.
  • Keep settlement level CRM functional at all times and encourage project beneficiaries to register their complaints and grievances through LWF and UNHCR complaint response mechanism.
  • Organize settlement level stakeholder meeting on monthly or as and when needed.
  • Support project beneficiaries to maintain transactions of their enterprises.

2.3 Planning, monitoring, documentation and reporting

  • Prepare, record and circulate settlement level meeting minutes.
  • Keep record of verbal, written and telephonic feedback and suggestions received from project beneficiary and other stakeholders.
  • Conduct onsite monitoring of refugee and host community run enterprises and keep record of their business transactions.
  • Encourage and support SMCs, CBOs and SHGs to maintain inventory of skilled human resources and settlement level enterprises.
  • Conduct regular monitoring of project supported enterprises and maintain their progress tracking.
  • Maintain settlement level project data and keep up-to-date records of project beneficiaries maintaining data protection policy.
  • Prepare and submit event, daily, weekly and monthly reports and share with supervisor.

3. Others:

  • Attend LWF and UNHCR organized meetings.
  •  Attend government, donor/support agency and other stakeholder meetings as needed.
  • Represent LWF Nepal in settlement level meetings and in other meetings organized at respective municipalities.
  • Carry out other duties assigned/requested by the Senior Project Officer and and/or LWF Nepal management.
  • Represent donor/support agency meetings as needed and recommended by her/his supervisors
  • Contribute to strengthen gender justice, social inclusion and accountability in LWF Nepal

4. Required Qualification, Skills and Competencies:

  • Bachelor Degree in Business Management, Business Studies, Agriculture, Social Science or related academic discipline with three years of work experience in same field OR Intermediate with five years of working experience in Enterprise/Business development.
  • Basic understanding of protection, human rights, humanitarian laws, refugee context in Nepal and humanitarian principles
  • Knowledge and skills on entrepreneurship development and marketing
  • Good reporting and documentation skills
  • Strong field level coordination, communication and networking skills
  • Basic computer skills, particularly in Microsoft Office package (Word, Excel, Email etc)
  • Ability to work with under pressures with multiple deadlines
  • Basic in written and spoken English
  • High level of organizational integrity
  • Valid driving license of two-wheeler
