Project Details:
On 1 December 2022, the Asian Development Bank (ADB) approved a regional technical assistance (TA) Addressing Sexual Exploitation, Abuse, and Harassment in ADB Operations. This TA is administered by the Gender Equality Division (CCGE) under the Climate Change and Sustainable Development Department (CCSD).
The TA is being implemented in five (5) developing member countries (DMCs) – Mongolia, Nepal, Philippines, Solomon Islands, and Tajikistan – to support upstream capacity building, knowledge sharing and pilot implementation of approaches to addressing SEAH in ADB operations, aligned with the Good Practice Note (GPN) on Addressing SEAH in ADB-financed Projects with Civil Works and Integrating Sexual Exploitation, Abuse, and Harassment Reporting and Case Handling into Project Grievance Redress Mechanisms: Good Practice Note for ADB-Financed Projects with Civil Works.
With additional financing in 2025, the TA will include a new set of activities under Output 3, aimed at generating new knowledge and evidence, and strengthening the capacity of DMC stakeholders to prevent SEAH before it occurs in ADB-financed projects involving civil works. These additional activities, or “SEAH prevention pilot”, will be implemented in Nepal from 1 October 2025 to November 2027.
ADB is recruiting a firm or international nongovernment organization (NGO) to implement the SEAH prevention pilot. The firm or NGO must demonstrate the ability to provide project management and oversight, skills necessary to conduct the evaluation, outreach and communications expertise, and in-country gender-based violence (GBV) expertise.
The project is based on a delivery contract. The estimated duration of the project is 25 months.
Purpose of the Assignment:
The purpose is to successfully design, implement, and evaluate a coordinated set of activities to prevent SEAH before it occurs for an ADB-financed project in Nepal, to build capacity to replicate effective actions and communicate the results. The results of the SEAH prevention pilot will help make the investment case for implementing deeper and evidence-driven prevention activities with implementing agencies, contractors and project affected communities in the future.
Scope of Work:
The project team will be responsible for the design, implementation, monitoring, and evaluation of SEAH prevention activities under the Technical Assistance Output 3. The work will focus on preventing SEAH among at-risk groups in the pilot site in Nepal, generating evaluation evidence, building capacity, and promoting uptake of prevention strategies through strategic communications. These tasks will be carried out in close collaboration with ADB, government stakeholders, the project implementing agency, and local partners.
Duration and Location of Services:
The project activities will be undertaken in contactor facilities and project affected communities under Package 1 of the South Asia Subregional Economic Cooperation (SASEC) Highway Enhancement Project – Kakarbhitta – Laukahi in Jhapa District, Province 1, Nepal.
The assignment will combine field-based work and office-based work at the pilot sites. This role will be required for an estimated of 15 person- months over the 25 months project timeline. The services will include coordination with the Nepal Department of Roads, construction contractors, schools, community organizations and local governments.

Requirement and Qualification:
The minimum requirement and qualifications are as follows:
- Masters’ Degree in the relevant sector with at least 5 years of proven experience.
- Must have proven experience implementing GBV prevention activities in Nepal, working with local communities and local government.
- Experience implementing GBV prevention activities with young people and/or in the world of work is an advantage.
- Priority will be given to local candidates having experience working in Province 1.
