People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of vulnerable populations affected by disaster including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. PIN has also supported Nepal’s post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind with resilience (focused on shelter and resettlement) and inclusive education programming. PIN-Nepal is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.

NHSRP Background

The National Housing and Settlements Resilience Coordination Platform (NHSRP) is the renamed platform of the extended fourth phase (August 2021- July 2025) of previous Housing Recovery and Reconstruction Platform (NHSRP), which was launched in November 2015 to take over supporting coordination of the post-earthquake housing reconstruction from the Nepal Shelter Cluster, as it returned to the pre-earthquake format as a standard cluster. NHSRP was handed over to NDRRMA by NRA following the end of NRA tenure in December 2021. NHSRP now supports local organizations, community-based organizations (CBOs) and the private sector to strengthen disaster risk reduction structures provisioned under Disaster Risk Reduction and Management Act, 2017 namely Provincial Disaster Management Committee (PDMC), District Disaster Management Committee (DDMC), Local Disaster Management Committee (LDMC) while supporting the formulation of DRR plans and implementation of national disaster risk reduction and management structures. NHSRP promotes localization of disaster risk reduction and post disaster housing reconstruction and settlement recovery in line with NDRRMA’s National Strategic Plan of Action (NSPoA), National Disaster Resilient Framework (NDRF), and other priorities.

Job Summary

As a Technical lead for NHSRP team, you will be seconded to Karnali Provincial Government and work closely with NHSRP National Technical Coordinator and PIN Project Manager to facilitate the achievement of project objectives through coordinating and assisting with reporting on all project activities and providing technical guidance and advice to staff and implementing partners advancing NHSRP work ensuring resilience to future shocks. Your coordination and relationship management skills will ensure that the projects for which you are supporting apply best practices and constantly work towards improving the impact of its benefits to those we serve.

Job Responsibilities

  • Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with NHSRP program quality principles and standards, donor requirements, and good practices focused on Disaster Risk Reduction, Response and Recovery Management for Housing and Settlements.
  •  Support Karnali Provincial coordination of Housing and Settlement Stakeholders to avoid duplication and gaps. For PIN projects, serve as the liaison between the stakeholders and the project team to mobilize local actors and promote project activities and impact.
  •  Support capacity strengthening to ensure assigned activities are implemented in line with Government guidelines and standards.
  •  Ensure learning properly accompanies project activities throughout the project cycle, including joint monitoring visits with Housing and Settlement Stakeholders.
  • Support accountability through coordinating evaluation activities and guiding partners in their efforts to reflect on Disaster Risk Reduction, Response and Recovery Management for Housing and Settlements experiences. Analyze challenges and successes and report any inconsistencies and/or gaps to inform adjustments to technical guidance, coordination and implementation schedules.
  •  Ensure documentation is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.
  •  Supervise and perform ad-hoc inspections of various processes and resources for PIN projects to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities.
  • Support Jajarkot response and recovery activities through Provincial coordination with Government (NDRRMA, MoUD-CLPIU and Provincial ministries) and of Housing and Settlement Stakeholders to avoid duplication and gaps.

Supervisory Responsibilities: Information Management Officer


Basic Qualification

  • Bachelor’s degree or any other equivalent degree in Civil Engineering and/or Architecture.
  • Minimum of 4 years of work experience in similar roles with an I/NGO in emergency response or recovery housing and settlement programming. Additional experience may substitute for some education.
  •  Report writing skills required.
  •  Demonstrated knowledge of municipal bylaws and reconstruction procedures and practices in Nepal.
  • Demonstrated ability to maintain strong relationships with key stakeholders, including legal institutions, local governments and policymakers.
  •  Demonstrated ability to represent the organization at coordination meetings with donors, local government, coordination bodies, and other international NGOs required
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, and information management systems.

Required/Desired Foreign Language: Able to clearly communicate in written and spoken English.

Travel Required: Must be willing and able to travel up to 50% to municipalities covered by NHSRP in Karnali Province.

Preferred Qualifications

  •  Candidates with GESI diversity is a plus, including gender (female, other); marginalized groups; persons with disability; and, origin from geographically marginalized location
  •  Local expertise w/ permanent address in project district and local language competency is a plus.
  • Experience monitoring projects and collecting relevant data.
  •  Experience conducting research.
